Tom MacVicar is an expert in the history, design and operation of the Water Management System in South Florida.  He has been directly involved in most significant Water Management Issues in south Florida for the last 40 years, including the changes to water management affecting Lake Okeechobee, Everglades National Park and Florida Bay, in addition to the Everglades Forever Act by the Florida Legislature in 1994 and the Comprehensive Everglades Restoration Plan by the US Congress in 2000.  He spent 16 years on the staff of the South Florida Water Management District and for the last 24 years has been a private consultant primarily serving private sector clients in agriculture, mining and land management.
