Andrew Stephens is a Senior Policy at the USDA Foreign Agricultural Service (FAS). He works on a range of trade policy issues including plastic packaging sustainability.  He recently completed a temporary assignment as the Deputy Director for Plastic Pollution at the White House Council on Environmental Quality.  Andrew represents USDA as a member of the U.S. delegation to the United Nations negotiations on an international agreement to reduce plastic waste.  He will be leading the team managing the $10 million sustainable packaging funding mechanism as part of the FAS Assistance to Specialty Crop Exporters (ASCE) program.
